Stephen Leane is a former police officer with Victoria Police who served for 40 years with time as an Assistant Commissioner across portfolios including road policing; Northwest Metro Region; Professional Standards Command; Corporate Strategy and Governance; and as a chief of staff to a former Chief Commissioner. He holds extensive experience in delivering change management programs and a deep understanding of service delivery, the community, and political environments. He was awarded the Australian Police Medal in the Queen’s Birthday Honours List in June 2021. After a short period as a Board member, Stephen stepped into the CEO role at ESTA, the Victorian 000 response service, following the resignation of the then CEO in October 2021. He is also Deputy President of the Police Registration and Service Board (Victoria). He holds a law degree, LLB (Hons) and Masters of Education from Monash University, and a Graduate Diploma of Legal Practice (with Merit) from the ANU and was admitted to practise as an Australian Lawyer in 2001. He has undertaken executive leadership programs at Warton and the London Business School.
